Providing Bills of Quantities and Cost Plans for the Construction Industry
We aim to provide bills that are user friendly for the Estimator, with a notes section at the beginning of each element, and lots of annotation in the bill items giving drawing and specification references. Each project is allocated a dedicated lead QS to be the Client point of contact and to lead and manage the BOQ preparation process.
We will agree the format of a Bill Issue Sheet with the Estimator at the start of each project. This enables the Estimator to set up his bill hierarchy at the beginning of the process. We agree bill section release dates with the Estimator to help him to plan his enquiry programme.
When bill sections are issued the Bill Issue Sheet is updated with issue dates so that the Estimator can easily track which sections he should have received, which are outstanding, and which have been subject to an addendum.
We have used our experience to develop specific sector checklists that we use as part of our measurement process. The checklists work as an aide memoir and help us to identify and capture any possible scope and design gaps each & every time that we measure a project. Once all the BOQ elements are completed we load them into the Conquest Estimating tool and export a full version of the BOQ. A QS outside of the team that measured the scheme will utilise our Technical and Sense Check Sheet to carry out a full set of checks on the completed BOQ.
We can provide colour marked up drawings to show clearly what has been measured for certain elements if required. Bill sections can be issued in CITE, Conquest and / or Excel files to load into any Estimating software
Electronic Cut & Fill Ground Model
We can provide an electronic Cut & Fill quantification exercise that is much more accurate than a long hand type measure. The measure is also provided with a colour coded Isopachyte drawing that clearly indentifies the areas and depths of the cut and fill across the site.
Once the first iteration is complete, we can provide further iterations to help balance the initial muck offsite volume to keep as much of it on the site as possible. We can also factor in foundation and drainage arisings and alternative make up designs.
If the site levels are raised to keep muck on site, we will provide a revised Finished Levels Drawing which takes account of any required tie in levels around the site, and vehicle tracking gradients.
Cen QS Consulting can provide either Cost Plan templates for the contractor to price themselves, or a fully priced Cost Plan through our sister company Censeo Consulting Limited.

Our experience of Design & Build projects gives the team the ability to identify the gaps and risk inherent in the level of design information that is typically available in the early stages of a project. These are identified in both the measure and pricing of the budget or cost plan.
The single stage D&B tenders that our team are continually working on generate both design detail and a set of current market tested rates that are used in the production of Feasibility Budgets and Cost Plans. This data also enables us to benchmark the total project cost against other recent similar tendered projects.
We can develop and update the costs as the level of design information develops, allowing more detailed and increasingly accurate costs to be generated as the design progresses through the RIBA stages.
We have provided Cost Plans across all the sectors that we work in.
We can offer an Estimating service through our sister company Censeo Consulting Limited. The Estimators sit in the same office as the BOQ QS team which means that the team are able easily able to discuss and resolve any issues identified in the design documents
